Never add water first and never rub. Oil and water do not mix, so water spreads the perimeter without lifting anything, and rubbing works the pigment down into the base of the pile.

Foundation, lipstick and mascara are pigment carried in oil or wax. Oil is not water-soluble, so a household machine passes straight over it — it needs solvent-side pre-treatment to break down before extraction does anything at all. The pigment then needs treating separately from the carrier that held it.
