Never add water first. Never scrub. And never apply a solvent without testing in an inconspicuous area — some will attack the fibre or the backing adhesive rather than the oil.

Why does motor oil & grease behave that way?

Oil is not water-soluble, which is the whole problem. It needs alkaline or solvent-side chemistry with real dwell time to break down, and then extraction to carry it out. Motor oil also carries fine particulate suspended in it, so there is a second, abrasive half to the deposit sitting in the pile once the oil is released.
